Il film si svolge dopo le vicende di «Psycho-Pass 3». L’organizzazione sinistra Bifrost insieme al loro coordinatore Koichi Azusawa attaccano il grattacielo di Pubblica Sicurezza con la pretesa che la governatrice Karina Komiya si dimetta. Con questo attacco, diversi reparti dell’edificio vengono messi fuori uso in un modo o nell’altro.

L’ispettore Arata Shindou viene catturato, mentre Kei Mikhail Ignatov viene messo più volte davanti alla scelta di avere dei privilegi personali, se solo tradisse Unit One. Durante gli avvenimenti non viene solo viene in dubbio la lealtà e l’amicizia degli ispettori, ma ricevono anche informazioni importanti riguardo parti del passato ancora avvolti dall’oscurità …
The movie takes place after the events of “Psycho-Pass 3”. The sinister organisation Bifrost and its coordinator Koichi Azusawa attack the Public Safety Bureau skyscraper, demanding the governess Karina Komiya to step down from her position. Because of this attack, several Public Safety devisions are incapacitated for various reasons.

While inspector Arata Shindou is also captured, Kei Mikhail Ignatov is given the choice to gain personal benefits if he betrays Unit One. During the following events, the loyalty and friendship of the inspectors are put to the test when they obtain important information about unrevealed parts of the past …
Der Film spielt nach den Ereignissen von »Psycho-Pass 3«. Die sinistre Organisation Bifrost mit ihrem Koordinator Koichi Azusawa greift den AÖS-Wolkenkratzer mit der Forderung an, dass die Gouverneurin Karina Komiya von ihrem Posten zurücktreten solle. Durch diesen Angriff sehen sich mehrere Abteilungen des AÖS auf verschiedene Art und Weise außer Gefecht gesetzt.

Der Inspektor Arata Shindou gerät vorerst ebenfalls in Gefangenschaft, während Kei Mikhail Ignatov mehrfach vor die Wahl gestellt wird, persönliche Vorteile genießen zu können, wenn er Unit One hintergeht. Während der sich entfaltenden Reihe von Ereignissen wird aber nicht nur die Loyalität und Freundschaft der Inspektoren infrage gestellt, sondern erhalten sie auch weitere wichtige Informationen über bislang im Dunkeln liegende Teile der Vergangenheit …
Le film se déroule après les événements de « Psycho Pass 3 ». La sinistre organisation Bifrost et son Inspector Koichi Azusawa, attaquent le gratte-ciel d’AÖS en exigeant que la gouverneure Karina Komiya démissionne de son poste. À la suite de cette attaque, plusieurs départements de l’AÖS se retrouvent neutralisés de diverses manières.

L’inspector Arata Shindou est également fait prisonnier pour le moment, tandis que Kei Mikhail Ignatov se voit offrir plusieurs choix afin de bénéficier d’avantages personnels s’il trahit l’Unité 1. Au cours de cette série d’événements, non seulement les loyautés et les amitiés des Inspector sont remises en question, mais ils obtiennent également d’autres informations importantes sur des parties du passé restées jusque-là dans l’ombre…
